Codex treats traceability as a prerequisite programme—not a HACCP critical control point

The Codex General Principles of Food Hygiene include traceability among prerequisite practices that establish the operating foundation for HACCP. Traceability can support recall and investigation, but its records do not replace hazard analysis, significant-hazard decisions, or control at a critical control point.

Traceability establishes operating conditions

The direct answer in the Codex definitions is categorical: prerequisite programmes include practices and procedures such as training and traceability that establish the basic environmental and operating conditions for HACCP. That role is substantial. Traceability helps identify material, lot, process, location, supplier, customer, and movement records needed to understand where affected food came from and where it went.

It is still not the hazard analysis or the control measure. A traceability platform can show genealogy, event data, and affected inventory while leaving unresolved whether a biological, chemical, physical, or allergen hazard is significant, which control is required, where a critical control point exists, what limit applies, or whether a deviation makes food unsafe. Those decisions need their own accountable evidence.

Lot identity supports recall without becoming recall

Codex says lot identification or another identification strategy is essential in product recall and helps stock rotation. It calls for each container to identify the producer and lot and for a traceability or product-tracing system designed to enable recall where necessary. A lot code is therefore an important retrieval key, but the code does not determine the hazard, affected scope, disposition, notification, or effectiveness of the response.

The code separately calls for documented recall procedures, rapid and effective identification and removal, evaluation of similarly produced foods, reporting to competent authorities where required, consumer warnings where appropriate, secure handling of returned product, and retained records of cause, extent, and corrective action. A buyer test should connect trace data to each of those decisions instead of stopping when a lot lookup succeeds.

HACCP controls significant hazards

Codex describes HACCP as science-based and systematic and says it identifies specific hazards and measures for their control. The hazard analysis considers the food, ingredients, process steps, likelihood, severity, acceptable levels, facility, equipment, intended use, and other conditions to determine which hazards are significant. That reasoning cannot be inferred solely from a chain-of-custody or transformation record.

Food-safety systems should link traceability events to the relevant product and process flow while preserving the separate hazard analysis, prerequisite controls, critical control points, limits, monitoring, deviation, corrective action, verification, validation, and release records. Integration matters because an incident may need both datasets. Separation matters because a complete genealogy can coexist with an inadequate hazard control, and a controlled hazard does not guarantee complete genealogy.

Evidence must fit the food business and authority

The Codex code addresses general food-hygiene practice and recognizes that HACCP application can vary with the circumstances and capabilities of the food business. Product, process, geography, customer, and competent-authority requirements can add more specific traceability, labeling, retention, notification, testing, and recall duties. A standards crosswalk should record those layers rather than treating one Codex passage as a universal configuration.

This source establishes an international food-hygiene framework; it does not certify a system, declare a food safe, define every jurisdiction's legal requirement, or decide a recall. Food-safety, quality, operations, supply-chain, regulatory, public-health, technical, and legal owners should apply current requirements and facts. Technology should keep prerequisite traceability, HACCP control, and recall decisions connected without presenting them as interchangeable.

Translate this change into the exact population, record type, workflow stage, decision owner, effective date, and evidence that could be affected. Ask current or prospective providers to demonstrate the named workflow with representative data and an exception—not a polished feature tour. Record what official documentation establishes, what a provider states, what the team observes, and what remains unresolved.

A defensible review also identifies the dependency outside the product. Authority interpretation, policy configuration, data quality, integrations, human judgment, approval rights, release governance, training, and retained evidence may remain customer or service responsibilities. The evaluation should preserve those boundaries instead of treating a technology claim as the complete operating model.
